The main purpose of this paper is to bring out some significant humanistic characteristics of Chinese religious thought. My account is limited to what is originally and typically Chinese. That is to say, it will exclude what has been influenced by Buddhism from India or Christianity from the Western world. In this volume, Joseph Catalano offers an in-depth exploration of Jean-Paul Sartre's four major philosophical writings: Being and Nothingness, Saint Genet: Actor and Martyr, The Critique of Dialectical Reason, and The Family Idiot. These works have been immensely influential, but they are long and difficult and thus challenging for both students and scholars. The first volume, published in 1960, was dismissed as a Marxist work at a time when structuralism was coming into vogue; the incomplete second volume has only recently been published in France. In this commentary on the first volume, Joseph S. Catalano restores the Critique to its deserved place among Sartre’s works and within philosophical discourse as (...) a whole. Sartre attempts one of the most needed tasks of our times, Catalano asserts—the delivery of history into the hands of the average person. Sartre’s concern in the Critique is with the historical significance of everyday life. Can we, he asks, as individuals or even collectively, direct the course of our history? A historical context for our lives is given to us at birth, but we sustain that context with even our most mundane actions—buying a newspaper, waiting in line, eating a meal. In looking at history, Sartre argues, reason can never separate the historical situation of the investigator from the investigation. Thus reason falls into a dialectic, always depending upon the past for guidance but always being reshaped by the present. Clearly showing the influence of Marx on Sartre’s thought, the Critique adds the historical dimension lacking in Being and Nothingness. We show that the Turing degrees are not sufficient to measure the complexity of continuous functions on [0, 1]. Computability of continuous real functions is a standard notion from computable analysis. However, no satisfactory theory of degrees of continuous functions exists. We introduce the continuous degrees and prove that they are a proper extension of the Turing degrees and a proper substructure of the enumeration degrees. Call continuous degrees which are not Turing degrees non-total. Several fundamental results are proved: a (...) continuous function with non-total degree has no least degree representation, settling a question asked by Pour-El and Lempp; every non-computable f $\epsilon \mathcal{C}[0, 1]$ computes a non-computable subset of $\mathbb{N}$ ; there is a non-total degree between Turing degrees $a _\eqslantless_{\tau}$ b iff b is a PA degree relative to a; $\mathcal{S} \subseteq 2^{\mathbb{N}}$ is a Scott set iff it is the collection of f-computable subsets of $\mathbb{N}$ for some f $\epsilon \mathcal{C}[O, 1]$ of non-total degree; and there are computably incomparable f, g $\epsilon \mathcal{C}[0, 1]$ which compute exactly the same subsets of $\mathbb{N}$ . A version of nonstandard analysis, Internal Set Theory, has been used to provide a resolution of Zeno's paradoxes of motion. This resolution is inadequate because the application of Internal Set Theory to the paradoxes requires a model of the world that is not in accordance with either experience or intuition. A model of standard mathematics in which the ordinary real numbers are defined in terms of rational intervals does provide a formalism for understanding the paradoxes. This model suggests that in (...) discussing motion, only intervals, rather than instants, of time are meaningful. The approach presented here reconciles resolutions of the paradoxes based on considering a finite number of acts with those based on analysis of the full infinite set Zeno seems to require. The paper concludes with a brief discussion of the classical and quantum mechanics of performing an infinite number of acts in a finite time. (shrink)

Scott Sagan asked me to revisit Nuclear Ethics, a book I published in 1986, in light of current developments in world affairs. In doing so, I found that much had changed but the basic usability paradox of nuclear deterrence remains the same. As do the ethical dilemmas. To deter, there must be some prospect of use, but easy usability could produce highly immoral consequences. Some risk is unavoidable and the moral task is how best to lower it. Nuclear weapons pose (...) moral problems but nuclear use is the greater evil. Abolition may be a worthy long-term goal, but it is unlikely in the short-term relations among the nine states now possessing nuclear weapons. Drawing on just war theory, I examine the three dimensions of intentions, means, and consequences to outline a ten-point agenda for just deterrence that seeks to lower risks of nuclear war. The world has changed since the book was published but the basic moral dilemmas remain the same. (shrink)

It is time for a new paper about open questions in the currently very active area of randomness and computability. Ambos-Spies and Kučera presented such a paper in 1999 [1]. All the question in it have been solved, except for one: is KL-randomness different from Martin-Löf randomness? This question is discussed in Section 6.Not all the questions are necessarily hard—some simply have not been tried seriously. When we think a question is a major one, and therefore likely to be hard, (...) we indicate this by the symbol ▶, the criterion being that it is of considerable interest and has been tried by a number of researchers. Some questions are close contenders here; these are marked by ▷. With few exceptions, the questions are precise. They mostly have a yes/no answer. However, there are often more general questions of an intuitive or even philosophical nature behind. We give an outline, indicating the more general questions.All sets will be sets of natural numbers, unless otherwise stated. These sets are identified with infinite strings over {0, 1}. The first issue ofEthics & International Affairswas published in 1987, when the Cold War still dominated international affairs. It was appropriate at that time to launch the journal with an issue devoted in part to the theme “superpower ethics.” In his introduction to the topic Nye argues that the challenge of establishing an ethics for the United States and the Soviet Union is not met by any traditional Western system. Aristotle's “virtue,” Kant's “good intent,” and the “good result” of the (...) consequentialists are inadequate to the task of determining right on the superpower playing field. In reference to this insufficiency, Nye sketches the arguments of the subsequent articles by Mazrui, Hassner, and Hoffman, each of whom offers an instructive picture of the state of superpower ethics. This paper uncovers a much-neglected ambiguity in Kant’s conception of rational religion, namely, a confusion regarding the public communicability of moral faith, which would in turn render faith and knowledge indistinguishable. The few scholars who have noticed this ambiguity pursue its epistemic dimensions, but this paper explores its ramifications for Kant’s claim that coherent moral agency requires religious faith, taking issue with Lawrence Pasternack’s recent interpretation. Once one notices Kant has two methods for distinguishing conviction from persuasion, one is better (...) able to understand the connection he draws between religious conviction and conscientious character, and the corresponding connection between mere persuasion and spurious faith. While Kant does not explicitly acknowledge this parallel, this paper reveals that it is in play across the Kantian corpus, and is especially perspicuous in his analysis of the biblical figures of Job and his comforters. In two recent papers Perez Laraudogoitia has described a variety of supertasks involving elastic collisions in Newtonian systems containing a denumerably infinite set of particles. He maintains that these various supertasks give examples of systems in which energy is not conserved, particles at rest begin to move spontaneously, particles disappear from a system, and particles are created ex nihilo. An analysis of these supertasks suggests that they involve systems that do not satisfy the mathematical conditions required of Newtonian systems at (...) the time the supertask is due to be completed, or else they rely on the application of the time-reversal transformation to states which are not well-defined. Consequently, it is unjustified to conclude that the paradoxical results are arising from within the framework of Newtonian mechanics. In the last part of this article, we discuss various aspects of the physics of these supertasks. (shrink)

Gives what we call "Asimov's Conjecture" that ambiguity can cause lying without lying, in that read one way a statement is tautologous, while read another way presents an iron-clad promise. Solves the conjecture on Asimov's own case by showing how the statement used (as diplomatic deception) is tautologous in propositional logic and an iron-clad promise in predicate logic (with a tense variable). The motivation for the experiment by Fulda & DeFontes (1989) and "Abstracts from Logical Form I/II (2006).".

BackgroundThe Freedom of Information Act (FOIA) provides access to unreleased government records that can be used to enhance the transparency and integrity of biomedical research. We characterized FOIA requests to Department of Health and Human Services (HHS) agencies, including request outcomes, processing times, backlogs, and costs.MethodsUsing HHS FOIA annual reports, we extracted data on the number of FOIA requests received and processed by HHS agencies between 2008 and 2017, as well as request outcomes. Processing times were reported in three time (...) increments, < 1–20, 21–60, or 61+ days, and trends in backlog status were also described. Information about costs and fees collected were aggregated.ResultsBetween 2008 and 2017, 69.6% of 530,094 HHS FOIA requests were received by the Centers for Medicare and Medicaid Services (CMS), 18.9% by the Food and Drug Administration (FDA), and 11.6% by all other HHS agencies. During this period, CMS processed 374,728 requests, FDA 114,938, and other HHS agencies 61,890. CMS and FDA reduced backlogged requests by 9396 (89.7%) and 4289 (65.3%), respectively, leaving backlogs of 1081 and 2279 requests at the end of 2017. CMS fully or partially granted 60.3% of requests whereas FDA fully or partially granted 72.4%. Of all requests to CMS, 82.0% were considered simple and 18.0% complex; 82.2% of simple requests and 54.9% of complex requests were processed in 20 days, and 5.6% and 29.9% were processed in 61+ days. In contrast, 60.2% of requests to FDA were considered simple and 39.8% complex; 28.8% of simple requests and 9.0% of complex requests were processed in 20 days, and 58.3% and 81.5% were processed in 61+ days. The costs to HHS associated with FOIA requests totaled $446.4 million ($809 per processed request), increasing from $28.1 million ($423 per request) in 2008 to $53.3 million ($1544 per request) in 2017. In total, HHS collected $8.5 million in fees (1.9% of total costs).ConclusionsFOIA is frequently used to obtain information about HHS and its agencies. With growing costs, minimal fees collected, and lengthy processing times, HHS agencies’ FOIA programs might be made more efficient through greater proactive record disclosure. (shrink)

Alpha-beta pruning is a technique for pruning trees in artificial intelligence game-playing. This note draws an analogy between the technique, which is, in essence, an application of many-valued logic to the cut-off of the evaluation of conditionals in computer programs (for efficiency).

In "Abstracts from Logical Form I/II," it was stated in the abstract that it remained necessary to put the pilot experiments into a "comprehensive theory." It is suggested here that the comprehensive theory is nothing other than classical logic modestly extended to include higher-order predicates, functions, and epistemic predicates, as well as a quantitative quantifier to deal with cases other than "all" (taken literally) or "some" in the sense of at least one. It is further suggested that up to a (...) point the theory should generalize across languages, and that logical form is very powerful. (shrink)

We present a linear formalism which makes explicit and precise the confirming effect of independent multiple observers and repeated trials on composite ratings, taking as parameters quantitative estimates of the subjective inputs discussed. -/- Note that the subjective probability used here is so used to study the past not predict the future and is rather limited to what has been called in artificial intelligence "certainty factors," which are arbitrary, or, more well-known, the arbitrary values ascribed to predicates in fuzzy "logic." Demonstrates the validity of the measure presented in "Estimating Semantic Content" on textbook examples using (binary) resolution [a generalization of disjunctive syllogism] theorem proving; the measure is based on logical probability and is the mirror image of logical form; it dates to Popper.

A second demonstration (more powerful because more subtle) of how a prevalent scope error can render a model invalid, and thus how difficult modeling really is. The prevalence indicates the difficulty, as the error is often built-in and very subtle and thus easily escapes notice.

This paper draws its title from the recent symposium of which it was part; it attempts to respond to the question raised by that title, taking current work in set theory into account. To this end the paper contrasts set theory with number theory, examines a severe brand of set-theoretic realism that is suggested by a passage from Godel, and sketches a first-order way of looking at the results about competing extensions of Zermelo-Fraenkel set theory.
